As a Permit Coordinator QC Manager, you will be responsible for managing and coordinating the permit process, including researching, preparing, and submitting permit applications, reviewing and interpreting regulations, and tracking the progress of permits. Additionally, you will be responsible for visiting sites, inspecting all construction activities resulting from approved permits on roadways, structures, and facilities, updating permit status, reviewing our client's website daily for new permit requests, and uploading inspection pictures. Essential Key Functions & Responsibilities:

  • Coordinate the Utility Permits, ensuring compliance with Department procedures, Florida Administrative Code Rules, and the Department's Utility Accommodation Manual. This includes but is not limited to, field-related engineering skills, planning, coordinating between customers and other involved parties, processing and administering proper documentation, resolving conflicts and deficiencies, and ensuring all inspections and safety standards are maintained.

 

  • Develop and maintain a Permit Inspection Plan, which details the permit inspection process, adherence to inspection requirements, and processes to ensure customer satisfaction.

  • Assist and coordinate with the supervisor in all Access and Drainage Permits, ensuring compliance with Department Procedures, Florida Administrative Code Rules, and the Department's Utility Accommodation Manual. This includes but is not limited to, field-related engineering skills, planning, coordinating between customers and other involved parties, processing and administering proper documentation, resolving conflicts and deficiencies, and ensuring all inspections and safety standards are maintained.

 

  • Assist AIMM supervisors in coordinating plans and construction review processes. This includes but is not limited to attending meetings while representing AIMM during FDOT construction projects meetings, construction pre-work conferences, and plans review meetings and communicating this information about these processes to others. This would also include attending team meetings for AIMM/FDOT projects in the area.

 

  • Inspect all construction activities resulting from approved permits on the roadways, structures, and facilities covered by the contract, which excludes any activities associated with permit processing or approval. This may require reviewing plans, referencing permit documentation, and verifying necessary permits. Document these sites with photography and upload findings onto the OneStop Permitting Website once approval has been established with FDOT.

 

  • Ensure the permittee's adherence to approved permit requirements, department regulations, and standards. Make routine inspections of permitted sites to ensure work is done safely and in accordance with the permit requirements. This may require reviewing plans, referencing permit documentation, and verifying necessary permits. Document these sites with photography and upload findings onto OneStop. The permitting website will be created once approval has been established with FDOT.

 

  • Assist in all other miscellaneous permits. These include, but are not limited to, general use, temporary road closure, landscaping, community aesthetic features, and moving permits. This also requires field-related engineering skills, planning, coordinating between customers and other involved parties, processing and administering proper documentation, resolving conflicts and deficiencies, and ensuring all inspections are performed and safety standards are maintained.

 

  • Overseeing the project quality control plan, ensuring all services provided by the company comply while meeting the contract’s standards and specifications established by the Florida Department of Transportation (FDOT); QC and archive files that are uploaded into the department's Electronic Data Management System (EDMS) by AIMM’s staff.

 

  • Overseeing local agencies responsible for maintaining the standards provided in the FDOT’s Maintenance Memorandum of Agreement (MMOA). This includes monthly updates on the MMOA inspection forms and photos of any deficiencies found. Submitting the monthly inspection forms to each agency and FDOT and following up with corrections identified.

 

  • Maintaining an Excel spreadsheet for all permit activities.

 

  • Assist AIMM’s project manager and assistant project manager with various duties.

 

  • Assist and perform other duties as assigned by the Project Manager and Assistant Project Manager.

 

  • Must be able to work full-time, 40 hours per week, with required emergency call-back duties.

 

  • This position will require the chosen applicant to work on multiple projects within two counties at a time, with an approximate time of 80% or more in the field. Staying out of town is not expected but may be required on an infrequent basis, depending on work schedule and client requests and needs. When on approved travel status, AIMM will provide a per diem allowance to cover any meal expenses if employees stay overnight. AIMM will cover hotel lodging expenses as needed.

 

  • The company will provide transportation from a designated location to conduct required new employee training, field inspections, and assessments, as well as a computer/tablet and mobile phone to perform the responsibilities of this position.

 

Education and Experience Minimum Qualifications Requirements:

  • Must have a high school diploma or equivalent;

  • Associate’s or Bachelor's degree in business administration or related education, preferred;

  • Minimum of 2 years of administration experience, preferably experience in maintenance management and inspections, public administration and safety industry or public works, familiarity with state agencies’ permits inspections, and field operations experience in the construction, infrastructure, asset maintenance, or transportation industries preferred;

  • Must become Intermediate MOT (maintenance of traffic) certified within 90 days after acceptance of employment, paid by AIMM.

 

Knowledge Skills, Abilities and Competencies:

  • Knowledge of the access management requirements, the utility accommodations guide (2017 UAM), and the design, drainage, and construction of these operations;

  • Skills in the use of inspection and assessment tools, equipment, and/or instruments;

  • Knowledge of computer applications such as word processing, spreadsheet software, and electronic mail; ability to analyze and interpret construction plan data;

  • Able to perform technical inspections from approved FDOT plans;

  • Able to plan, organize, and coordinate work assignments;

  • Able to communicate information effectively;

  • Able to establish and maintain effective working relationships with others;

  • Skilled in speaking, negotiating, and dealing with the public and contractors.

  • Some tasks for the Permit Coordinator QC Manager may be performed remotely, being exposed to prolonged periods sitting at a desk and working on a computer while also working outdoors in extreme weather conditions, being exposed to a loud work environment with moderate to high noise levels, being in high places, drive, stand and walk for extended periods of time, frequently on uneven ground.

  • At the same time, they must be able to lift up to 50 lbs., including bending, carrying, climbing, grasping, kneeling, lifting, pulling, pushing, sitting, squatting, reaching overhead, standing, and twisting.

    • For any vehicles requiring a Commercial Driver's License: Drivers must have at least one year of appropriate CDL and experience driving similar vehicles to those scheduled.

    • Drivers must have a valid driver's license for at least 2 years from the issue date.
